**![GST InvoiceNow Requirement: When Must Your Singapore Business Comply?](https://jwc.com.sg/hs-fs/hubfs/Singapore%20SME%20director%20reviewing%20(2)-3.png?width=541&height=297&name=Singapore%20SME%20director%20reviewing%20(2)-3.png)**

The GST InvoiceNow Requirement is being introduced in phases. Some businesses are already within scope, while many existing GST-registered businesses will enter the rollout between April 2028 and April 2031. [Your implementation date depends on how and when you registered for GST and, for existing registrants, your total annual supplies.](https://www.iras.gov.sg/news-events/newsroom/committee-of-supply-2026--extension-of-gst-invoicenow-requirement-to-all-gst-registered-businesses-by-april-2031)

First, what does GST InvoiceNow actually require?

InvoiceNow is Singapore’s nationwide e-invoicing network built on the Peppol standard. It allows businesses to exchange invoice information in a structured digital format through compatible systems. Under the GST InvoiceNow Requirement, b[usinesses in scope must use an InvoiceNow-Ready Solution to transmit the relevant invoice data to IRAS.](https://www.iras.gov.sg/taxes/goods-services-tax-%28gst%29/gst-invoicenow-requirement)

This is different from simply emailing a PDF invoice or uploading a spreadsheet when preparing a GST return. The goal is for the relevant transaction data to flow through a connected, compatible system. The requirement does not remove existing GST responsibilities: businesses must still file accurate GST returns, maintain proper records and comply with applicable invoicing rules.

Find your likely compliance window

Use the timeline below as a first check. For existing GST-registered businesses, the annual-supplies bands are based on the total value of standard-rated, zero-rated and exempt supplies reported in Box 4 across all prescribed accounting periods ending in calendar year 2025.

| **Implementation date** | **Business group** | **What to check** |
| --- | --- | --- |
| 1 Nov 2025 | Companies that voluntarily register for GST within 6 months of incorporation | Already in effect for businesses in this category. |
| 1 Apr 2026 | Businesses applying for voluntary GST registration on or after this date, regardless of incorporation date or business structure | Already in effect for new voluntary registrants in scope. |
| 1 Apr 2028 | Businesses applying for compulsory GST registration on or after this date; existing GST-registered businesses with annual supplies of S$200,000 or less | Check registration circumstances and 2025 Box 4 total. |
| 1 Apr 2029 | Existing GST-registered businesses with annual supplies of S$1 million or less | Check the 2025 Box 4 total and your assigned phase. |
| 1 Apr 2030 | Existing GST-registered businesses with annual supplies of S$4 million or less | Check the 2025 Box 4 total and your assigned phase. |
| 1 Apr 2031 | Existing GST-registered businesses with annual supplies above S$4 million | Plan system changes and testing well before the date. |

**Important:** This timeline is a guide, not a personalised determination. Overseas entities under the Overseas Vendor Registration regime and businesses liable to register wholly due to the Reverse Charge regime are excluded from the requirement. Check the latest IRAS guidance for your specific circumstances.

Three practical examples

Example 1: A newly incorporated company voluntarily registers for GST within six months of incorporation. It falls within the first phase, which took effect on 1 November 2025. It should not wait for the later rollout dates for existing businesses.

Example 2: An existing GST-registered business reviews its 2025 GST returns and finds that its total annual supplies reported in Box 4 were S$180,000. Based on the published phase table, it should assess the 1 April 2028 phase, while confirming that no other factor changes its treatment.

Example 3: An established business has annual supplies above S$4 million and is already GST-registered. Its current published phase is 1 April 2031. That later date is useful planning time—not a reason to leave system and data checks until the last minute.

What invoice information needs to be transmitted?

In general, businesses need to submit invoice data for transactions reported in their GST returns. This includes relevant standard-rated, zero-rated and exempt supplies and purchases, supported by invoices or equivalent documents such as tax invoices, simplified tax invoices, serially numbered receipts, debit notes and credit notes.

Some data can be aggregated before submission, including certain point-of-sale supplies, supplies for which simplified tax invoices are issued and petty-cash purchase data. IRAS also specifies transactions for which invoice data need not be submitted, such as reverse-charge transactions and certain exempt financial services. Because the scope depends on the transaction type, businesses should map their real workflows against the official guidance rather than assume that every document is handled identically.

The deadline is linked to your GST return

Invoice data must generally be submitted by the earlier of the date the relevant GST return is filed or the filing due date of that return. The relevant return is the one covering the prescribed accounting period in which the transaction occurs. This makes timely and accurate bookkeeping important: a business may have a compatible system but still face problems if invoice dates, transaction postings or tax codes are incomplete.

A readiness check: five questions to ask your team

**Can our current accounting software support InvoiceNow?** Confirm that the product is on IMDA’s accredited InvoiceNow-Ready Solutions list and that the specific GST invoice-data submission feature is available and activated.

**Have we registered for InvoiceNow?** Ask your solution provider or Access Point Provider about registering the business in the SG Peppol Directory using its UEN and obtaining a Peppol ID.

**Where does invoice data come from?** Map sales invoices, purchase invoices, credit notes, point-of-sale records and any separate billing tools. Identify where information must be consolidated or checked.

**Who owns GST data quality?** Assign responsibility for customer and supplier details, GST treatment, duplicate documents, credit notes, exceptions and reconciliation between the accounting system and GST return.

**Have we tested a complete reporting cycle?** Before the applicable date, test invoice transmission, error handling and reconciliation, and confirm that submission timing aligns with the GST return process.

What support is available?

IRAS and IMDA list support intended to reduce the cost of onboarding. The current IRAS page states that eligible SMEs with annual supplies of S$4 million or less may receive a GST InvoiceNow Transition Grant of S$1,000, while eligible larger businesses may receive S$5,000. Eligibility conditions and application details apply, and businesses should verify the latest requirements with IMDA before relying on a grant in their budget.

Free-of-charge InvoiceNow solution packages are also listed as available up to 31 March 2031. The current package list applies through 31 March 2027; a subsequent list for the period from 1 April 2027 to 31 March 2031 is expected to be provided separately. Businesses should check the current package details, functions and any limits before choosing a solution.

Common assumptions worth checking

**“We already email invoices as PDFs, so we are ready.”** PDF invoices alone do not establish that your system can transmit structured invoice data through an InvoiceNow-Ready Solution.

**“Our deadline is in 2030 or 2031, so there is nothing to do yet.”** A later phase gives more lead time, but software selection, data clean-up, provider onboarding and testing can take months.

**“InvoiceNow replaces GST filing.”** No. Businesses remain responsible for filing accurate GST returns, keeping records for at least five years and meeting other GST obligations.

**“The grant automatically covers every cost.”** Support is subject to eligibility and programme terms. Confirm which costs are covered and whether an application or other steps are required.

Frequently asked questions

**Does the requirement apply to every GST-registered business?**

The requirement is being rolled out to GST-registered businesses in phases. IRAS specifies exclusions, including overseas entities under the OVR regime and businesses liable to register wholly due to the Reverse Charge regime.

**How is annual supplies measured for the phase timeline?**

For the published phases for existing registrants, it is based on the total value of standard-rated, zero-rated and exempt supplies in Box 4 of GST returns for all prescribed accounting periods ending in calendar year 2025.

**Do I need to buy new accounting software?**

Not necessarily. First check whether your existing solution is on IMDA’s accredited InvoiceNow-Ready Solutions list and whether the GST submission feature can be enabled. Businesses using in-house enterprise systems may need an accredited Access Point Provider.

**When must invoice data be submitted?**

Generally, by the earlier of the date the relevant GST return is filed or that return’s filing due date.

**Where should I confirm my business’s exact date?**

Start with IRAS’s official GST InvoiceNow Requirement page and its onboarding guidance. If the business has unusual registration circumstances, confirm directly with IRAS or your solution provider.

Treat InvoiceNow as a workflow improvement—not just a deadline

The most useful preparation is to understand how invoices move through your business today: who creates them, where they are recorded, how GST treatment is checked and how the figures reach your return. Once those steps are clear, it becomes easier to choose a compatible solution, allocate responsibilities and test the process before your compliance date.
